The project activities included: an introductory high-level conference with the aim of analysing the current state of the tripartite social dialogue; identifying problems and establishing priorities and new rules and methods of work; presenting the Norwegian experience, including a study visit to Norway with the aim of raising awareness about the Norwegian model and the effects of tripartite relations on economic and social situations; a national tripartite conference and workshop aimed at analysing the work of economic and social councils at national and county levels and determining priorities; and providing training on key competencies for active and effective participation in tripartite dialogue and decision making.
The project ended with a final conference at which the results of the project were presented, publications produced, evaluation conducted and the priorities for further work and cooperation defined. Part of the project saw the creation of a special website for the needs of the Economic and Social Council, the development of a practical manual on tripartite social dialogue and the publication of a final report and other promotional materials.
The project was implemented by the Ministry of Labour and the Pension System (MRMS) and the project partners were the Union of Autonomous Trade Unions of Croatia (UATUC), the Croatian Employers’ Association (HUP), the Norwegian Confederation of Trade Unions (LO) and the Confederation of Norwegian Enterprise (NHO), with the participation of the Norwegian Ministry of Labour and the Fafo Research Foundation.
The project, with a total value of EUR 110,000, was implemented with the support of Norwegian grants. It resulted from the implementation of the Memorandum of Understanding between the Government of the Republic of Croatia and the Kingdom of Norway on the implementation of the financial mechanism for the period 2009-14, signed on 24 April 2014 and financed under the programme area ‘Decent work and tripartite dialogue’.
The project was designed and approved thanks to the involvement of the UATUC, which was the initiator and conceptual creator of the project.
The project was implemented in the period between September 2014 and September 2015.
